Increase in foreign property buyers

Home purchases by residents in Portugal fell 19.8% in 2023 compared to 2022, to 126,108 units, representing 92.4% of the total number of transactions.

According to data released by the National Statistics Institute (INE), in value, purchases from buyers with tax domicile in Portugal represented 24,400 million euros of the total 28,000 million euros of accommodation transacted in 2023, which represents a relative weight of 87.3%, the lowest in the series which started in 2019.

Regarding the acquisitions of accommodation by buyers with tax domicile outside Portugal, 10,391 units were recorded, 3.1% less compared to 2022, totalling 3,600 million euros, a year-on-year decrease of 1.4%.

In transactions relating to buyers with tax domicile abroad, INE says that two different situations were registered compared to 2022: The European Union category, with a total of 5,025 units, registered a reduction in the number of sales of 13.5%; Regarding the ‘other countries’ tax residence category, there was a 9.3% increase in purchases by these buyers, for a total of 5,366 homes.
